I figured out the stamp feature to drill a through hole, but haven't figured out a blind hole.

Okay, I just tried that again and I still didn't get the result I want. I want to mill a blind hold as a countersink for a through hole. I had both circles drawn on the surface and the mill function removed material from the countersink diameter to the major diameter, instead of the through and countersink diameters.

I deleted the through hole's circle, tried it again, and I still get the wrong area removed.

Check your workplane. It appears as if you have the OD of the part drawn with geometry as well. Get rid of that and this should work. To be sure, show a picture of your workplane as well.
