Info-bubbles on the Desktop ?

Does someone know how to have the info-bubbles on the Desktop when you go through an icon ? I ever see this on a demonstration but i don't have it in my company.

Dear Olivier, CSI Have developed Hover Tooltips for WorkManager. This functionality has been built into WorkManager 11 as a standard feature. If you have a previous version and would like the functionality, please let me know as their will be a small charge. Regards, Joe
