Why is it impossible to draw a parallel line at a distance ?

I do follow the instructions in Help: the line is still generated at a random distance - or, to be exact, at the current cursor location. What gives ?

OK, figured this out. What Help doesn't say is that after specifying distance one needs to hit Enter key...
