why didn't I edit the bom?

In the Module Manager I can edit the bom but in the project data manager I can't do it! Why is it?

For PjDM the xml configuration files are in C:\jakarta-tomcat-4.0.6-LE-jdk14

So :
1-Copy wmconf_cust.xml that you are using with model manager,into C:\jakarta-tomcat-4.0.6-LE-jdk14.
Obviously in your wmconf_cust.xml look at the tag Licenses that must be similar to <Licenses>PROJ_ACCESS MODEL_MANAGER DRAWING_MANAGER BOM_MANAGER </Licenses>


2-edit wmproperties.lst writing the following line:
defaultWMConfig=wmconf_cust.xml

I have done based on your way but then I can't open the project manager.

You must control if is correct the name of license server in your xml configuration file.
