I notice HTML is turned off for the new forums. Is this out of fear of malicious postings? Somewhat understandable I guess, but also somewhat irritating if you're trying to create a more formatted post.
For instance, I wanted to make a post showing the steps and sub-steps I took to accomplish something, but was unable to get what I wanted with VB codes.
Is it possible to activate a limited number of HTML codes?

vBulletin only allows turning HTML completely on or off. There is no option to allow specific HTML tags.
As you said, the main reason to block HTML is to prevent malicious posts from hackers and spammers. Another reason is that errors in HTML embedded in the posts can really screw up the display of the pages generated by the PHP code. If someone posts bad HTML and does not correct it, it might be impossible to view the thread. This is why most BB software uses BB type tags instead of HTML. I can understand why people would want the option to use HTML (I would like to have it), but I don't think the advantages outweigh the risks.
If you want to provide information with more formatting than the vB tags provide, another option is to attach a document in PDF, HTML or MHT format. It is fairly easy for anyone who is interested to click the attachment and read the additional information. I don't know how many people noticed this thread (http://www.cocreateusers.org/forum/showthread.php?s=&threadid=4464), but I just added the option to attach files with a HTM or MHT extension last week.
