Can I make WEB UI with CAPI or Libpdm.dll ?

Hi. I live in S.Korea. We try to web ui deleoping. Our background is WorkManager3.5P + Oracle. I have two question. first : Can I make ASP program with libpdm.dll (NT Base) second : Can I make CGI program with libpdm.h(UNIX base) If you have same experience Please let me know how to make it. ps: Sorry I'm not native English speaker..
